International Evaluation Consultant – OSCE

Requisitos:

1. Advanced university degree (Master’s or higher) in governance, political science, public administration, law, international development, or related fields.
2. Minimum 5 years of professional experience in public sector reform, good governance, or anti-corruption.
3. Minimum 4 years of experience in conducting evaluations, including at least 2 gender- and/or human rights-sensitive evaluations.
4. Strong skills in both qualitative and quantitative research methodologies.
5. Experience with international organizations (e.g., OSCE, UN, EU) in Central Asia or post-Soviet contexts is highly desirable.
6. Professional fluency in English; Russian and/or Uzbek language would be an asset.
7. The consultant must be independent from the programme and free of any conflict of interest.
